Understanding Norwegian Income Tax 2025
Norway has a comprehensive tax system with multiple components including general income tax (a flat 22% rate), bracket tax on personal income (progressive rates), and national insurance contributions. The Skatteetaten (Norwegian Tax Administration) administers the tax system. Norway's high taxes fund its generous welfare system.
2025 General Income Tax
All residents pay a flat rate of 22% general income tax on their taxable income. The income base includes employment income, business income, and capital gains, reduced by various deductions:
Applied to: General income after deductions
Formula: \( \text{General Income Tax} = (\text{Gross Income} - \text{Deductions}) \times 0.22 \)
2025 Bracket Tax (Personal Income)
Bracket tax (klipp) is a progressive tax on personal income (employment income, pensions, benefits). It does not apply to capital income. For 2025:
• 1.7% on income NOK 217,401 to NOK 306,050
• 4.0% on income NOK 306,051 to NOK 697,400
• 13.7% on income NOK 697,151 to NOK 942,400
• 16.7% on income NOK 942,401 to NOK 1,410,750
• 17.7% on income over NOK 1,410,750
National Insurance Contributions 2025
Employees pay national insurance contributions (arbeidsgiveravgift) based on personal income. The standard rate for employees aged 17-69 in 2025 is 7.7% (reduced from 7.8% in 2024). Income not exceeding NOK 99,650 is exempt:
Rate: 7.7%
Exemption limit: NOK 99,650
Cap on contribution: Maximum 25% of income above exemption limit
For aged under 17 or over 69:
Rate: 5.1%
Formula: \( \text{NI Contribution} = \max(0, \min(\text{Income} - 99,650, \text{Income} \times 0.25)) \times 0.077 \)
Important Changes 2025:
• Exemption limit increased from NOK 69,650 to NOK 99,650
• Rate decreased from 7.8% to 7.7%
• Additional 5% employer contribution on salaries over NOK 850,000 discontinued
Standard Deductions and Personal Allowances 2025
Norway provides standard deductions that reduce your taxable income:
Personal allowance: NOK 108,550
Changes from 2024:
• Minimum deduction decreased from NOK 104,450 to NOK 92,000
• Personal allowance increased from NOK 88,250 to NOK 108,550
PAYE Scheme for Foreign Workers
Foreign workers on the PAYE scheme (simplifiedtax scheme) pay a flat tax rate of 25% on gross income with no deductions allowed:
Includes: National insurance contributions at 7.7%
Therefore: Effective income tax = 25% - 7.7% = approximately 17.3%
Eligibility requirements:
• Foreign worker brought to Norway to work
• Employment contract with Norwegian employer
• Not exempt from Norwegian social security
Formula: \( \text{Total Deduction (PAYE)} = \text{Gross Income} \times 0.25 \)
Take-Home Pay Calculation Method
Your net income or take-home pay is calculated by subtracting all tax components from your gross salary:
Where:
• Gross Salary = Your total annual income
• General Income Tax = 22% of taxable income after deductions
• Bracket Tax = Progressive tax on personal income (1.7%-17.7%)
• National Insurance = 7.7% of income above NOK 99,650
Effective Marginal Tax Rate
The combined marginal tax rate at the highest income level in Norway is approximately 39.7% (22% general income tax + 17.7% bracket tax). This is one of the world's highest marginal tax rates. The effective tax rate is typically lower than the marginal rate for most earners:
\( \text{Marginal Tax Rate} = 22\% + \text{Bracket Tax Rate at Your Income Level} + 7.7\% \text{ (NI)} \)
